The Netherlands armed forces provide first-rate contributions to international operations regardless of the dangers involved. High-quality, expeditionary operations, international cooperation and responsible, structural budgeting are the core concepts of the current and ongoing process of change. Even the role of the armed forces as a structural partner for national security is being re-emphasised.

TNO has traditionally always been a strategic knowledge partner for the Ministry of Defence. Defence-related programmes are consistently formulated in close consultation with the Ministry and with representatives of the various branches of the armed forces. Knowledge transfer and knowledge application in the primary economic processes of the armed forces will become more important, and will be incorporated in the design of the programmes from their inception. In applying knowledge, TNO takes on a visible role in the trilateral relationship between government, industry and knowledge infrastructure, on both the domestic and international levels. Domestic partners include the National Aerospace Laboratory NLR, the Maritime Research Institute Netherlands MARIN and the Energy Research Centre of the Netherlands. Internationally, partners include Defence Research and Development Canada DRDC, DGA, the Swedish Defence Research Agency FOI and US Department of Defense labs.
