The threat of incidents arising from disasters and terrorism is increasing the Netherlands. This is in large part related to the complex infrastructure and dependence on such facilities as energy, transport and communications. The internationalisation of organised crime and terrorism, and the transnational effects of accidents, disasters and crises require uniformisation of security legislation.

TNO helps companies and government bodies to enhance their knowledge in the war against crime, terrorism and disasters. Supported by our defence expertise, we focus on innovations that help to improve the performance of security tasks by individuals and small teams. A second area of attention is improvement of the powers of observation and decision of the investigation and enforcement organisations.
Thirdly, we focus on innovation of the environment - the layout of cities, tunnels, factories and residential districts can have a positive or negative impact on safety and security. Finally, we pay attention to policy innovation by providing insight into processes and their interrelationships to help third parties to balance societal risks against expensive measures.
