As Program manager Subsidy Circular Economy & Environment for the Unit Circular Economy & Environment (CEE) you will be coordinating and supporting the development of EU, EU related, and other large national competitive funding proposals for the roadmaps Environment & Sustainability and Sustainable Chemical Industry and coordinating the knowledge development programs supporting these roadmaps.

What will be your role?

The function is externally and internally oriented, since your role is to align the ambition of the Unit CEE with developments at EU level as well as on national level. By translating the EU and national developments into opportunities for the Unit (outside-in), but as well as the lobby towards the EU and national funding bodies for the Unit’s most important themes (inside-out).
You will be coordinating the overall knowledge development programs of the unit in close cooperation with the Product Market Combination managers of the roadmaps.

The function consists of the following responsibilities:
  • Establishing and maintaining contact with European Institutions, European partners and other relevant stakeholders and engaging in the relevant networks in Brussels and in the Netherlands (European Commission, Public Private Partnerships, European Partners, RVO).
  • Establishing and maintaining contact with national funding organizations and relevant stakeholders.
  • You are responsible for EU lobby and mobilizing and supporting CEE colleagues in their EU activities (working visits to the Commission, dissemination workshops, etc.), coordinating consultations and future work programs review. You keep track of the EU events relevant to the Unit domain, participate and coordinate TNO’s participation in European events and conferences.
  • Identifying opportunities in European research programs and discussing them with the unit’s product market teams.
  • Providing proposal managers with guidance in terms of content and process; reviewing proposals and in some instances organize RVO proposal reviews.
  • Coordinating and monitoring the operational process of EU and national funding proposal preparation and submission together with colleagues
  • Maintaining the funnel of EU and national funding proposals for CEE.
  • Analyzing proposal submissions results and proposing corrective actions.
  • An active role in developing complex publicly funded projects within selected areas.
  • Supporting the Management team in defining the tactical ambition of the Unit in Europe, as well as its focus topics, in line with the Unit roadmaps.
  • You are the internal contact point for EU related items with EU Corporate, other Units EU Managers, Unit Project Control and Unit IP & Contracting departments.
  • You are part of the business development team in the Unit CEE and report to the Market Director of the Unit. Furthermore you are part of the EU team consisting of EU managers from the various TNO units, coordinated by the Director of European Affairs.
  • You will be coordinating the knowledge development programs for the roadmaps and coordinate the relationship with the external stakeholders.
  • You will be responsible for the yearplan and the coordination of the reporting of the results.
  • You will manage the overall budget and keep track on the deliverables.

Other knowledge and skills you bring to TNO, you: 
  • Have a minimum of 7 years work experience relating to EU and National Subsidy programs.
  • Have experience with EU-research programs and National Subsidy programs and preferably in the field of process industry, circular economy and climate and environmental monitoring topics;
  • Can demonstrate an affinity with technology and policy.
  • Are able to manage on high level deliverables and to empower internal stakeholders
  • Have organizational power and external awareness.
