Research Manager Radar Technology

What will be your role?

It is crucial for a society’s prosperity and well-being that it both is and feels secure. But security is not self-evident; insecurity in the world has increased dramatically, and has also become palpable in the Netherlands. The aim of the Defence, Safety & Security (DSS) unit is to work with government agencies and companies to create innovative and cost-effective solutions to stay ahead of threats and risks. Drawing on our knowledge of technology, people and organisations, we work on products and services to make society more resilient and to offer perspective. In doing so, we support ongoing innovation in the armed forces and other security providers.

We are guided by our stakeholders’ agendas and ambitions, leading us to identify six research priorities:

  • Information as a target and weapon & information-intensive intervention;
  • Unmanned and autonomous systems & human-machine teaming;
  • People & mindset in the armed forces and other security providers;
  • Modern fighting ability, escalation dominance and protection;

The Radar Technology (RT) expertise group develops technology and concepts that are applied in (radar) systems for Defence and non-Defence applications. This is done both for subsystems, such as an antenna array, specific ICs (MMIC), RF front-ends, algorithms and signal processing, and for complete radar and RF sensor systems. In addition to radar applications, this technology finds its way into a multitude of other applications such as 6G communication, laser SatCom, quantum computing, and precision measuring equipment. The department works for industrial parties and for government, within both national and European projects. It also maintains a wide network with universities and other research institutions. In the field of military radar – the mainstay of the department – there is very close cooperation with the Dutch armed forces and the national industrial sector. 

As Research Manager (RM), you’ll head the Radar Technology expertise group, one of 15 expertise groups within the Defence, Safety & Security (DSS) unit, which falls under the Directorate of Operations. You’ll ensure that the DSS unit’s strategy is translated into a challenging and inspiring strategic vision for the expertise group. You’ll be responsible for aligning the knowledge and capacity of the expertise group with short and long-term market requirements. Here the shift from platform-centric radar solutions to system-centric solutions is particularly relevant and important for the department. 

One of your main objectives will be to manage and develop a high-quality and innovative technology portfolio. In addition to maintaining and expanding contacts at universities, you will encourage team members in their personal growth and be actively involved in strategic staff development. You know how to connect up people and retain them by creating a positive climate in your team of professionals.

  • You’ll manage the department’s daily operations, ensure optimal project staffing, account for project results, monitor project progress and make timely adjustments where necessary.
  • You’ll liaise with relevant internal and external stakeholders. Maintaining the relationship with Thales and in the D-race context is an important part of this.
  • You’ll work with the other members of the MT to build a strong unit that is ready for a dynamic future.

What we expect from you

Knowledge of and affinity with the expertise group’s know-how and domain knowledge are essential. Both help to link content and process, allowing the RM to function more effectively. Also important are broad management experience, experience of working with the operational activities described above, and experience of carrying out projects in a complex environment.

Additionally:
Given that the Radar Technology department is part of a Defence Cluster, a successful security check is a requirement for this position. In addition, an interview with one or more members of the research group will be part of the selection process.

The selection process

Please apply before the 13th of June, 2023. The selection process comprises three interview rounds. In a final meeting we will discuss the terms of employment and your tailored benefits package. We aim to finalize the entire process within four weeks.

The selection process may include an online assessment and a reference check.

A certificate of Good Conduct (VOG) is required before starting a new job at TNO.
