Governance and monitoring

How is the Dutch maritime sector structured exactly? What barriers need to be removed before sustainable technologies can be implemented? Are there any other conditions for a successful energy transition, such as policy measures or financial incentives? And how can the sector comply with the Green Deal? TNO answers these questions with governance and monitoring.

"Technological logistics solutions such as circular shipping, smart logistics, ship power systems and alternative energy carriers are fantastic, but they will not get started without the right conditions," says Jurrit Bergsma of TNO. "There has to be a transition framework: where do we stand as a sector now? Where are we going? And how do we shape that? TNO helps to work out the issues through strategic analysis.”

Closing the business case

The big picture of a 50% CO2 reduction for all shipping worldwide by 2050 must be worked out to arrive at a realistic goal with intermediate steps. Bergsma: "Many stakeholders such as the shipyards, the ship owners, and especially the government, are essential partners for ensuring that the transition to a sustainable sector is actually achieved. For example, with subsidies for fuels or technology development, or through other investments that close the business case.”

Clear purpose

"With the Green Deal for Sea and Inland Shipping, and Ports, we have set a very clear goal for the period from 2020 to 2030 and beyond," continues Bergsma. "Now, together with all the relevant parties, we are carrying out an analysis at ship level of the ship types and of the entire system around them. Over the next five years, we are going to elaborate on this. It means that in parallel many technological developments will become clear.”

Policy making

"What we, as TNO, also do is to determine which emissions actually exist," concludes Bergsma. "That, in turn, is the basis from which we work to shape the transition. So, for all the ships sailing around and for all the systems around them, we measure what is actually emitted and where it is emitted, so that you can make effective policies at the place where most emissions occur and where you have the opportunity to do most about it."
