TNO supports the development of guidance documents that provide these parties with the necessary methods. Such guidance documents covert emissions of greenhouse gases for the Climate Convention (UNFCCC) and air pollutants for the Convention on Long Range Transboundary Air Pollution.
Annual emission reports are crucial in the compliance procedures in both the UNFCCC and LRTAP conventions. These emission reports must be compiled in a transparent, consistent, complete, comparable and accurate way (the so-called TCCCA criteria). Detailed guidelines have been developed under both conventions that support both the parties in estimating the emissions and independent expert review teams in assessing the quality of these emission reports. The reports are the core in both conventions' compliance checks on the implementation of the agreed emission reduction targets.
TNO has actively participated in the development of these guidance documents and is strongly involved in the maintenance and further development thereof.
The Intergovernmental Panel on Climate Change (IPCC) has recently published the 2006 Guidelines for National Greenhouse Gas Inventories. TNO provided on of the two the co-ordinating lead authors for the Energy Volume of these guidelines. Other TNO experts have contributed as authors and reviewers in this and several other volumes. The IPCC Guidelines are accompanied by a web based database that provides country and technology specific parameters needed for the application of the Guidelines. TNO has been leading the functional design of this internet tool.
Annual emission reports to the LRTAP Convention and to the National Emission Ceilings Directive of the European Union should follow the guidance in the so-called EMEP/Corinair Guidebook. This Guidebook is updated in 2009. TNO was leading the consortium under contract with the European Commission that has modernized the Guidebook and provided emission estimation methods for all relevant air pollutants, including fine particles, heavy metals and persistent organic compounds. Under the framework of public access to environmental information emission data for larger individual industries in Europe have to be published on an open website. TNO has drafted the guidance document for this reporting. With this TNO has an excellent knowledge and understanding of all aspects of emission reporting under international obligations and the national obligations that are derived from these.
