The modern European society shows an immense reaction to terrorist attacks with chemical, biological, radiological or even nuclear (CBRN) means. This also holds for the far more frequent attacks with small arms and (improvised) explosives (E). The project DECOTESSC1 aims at a system of systems against this type of attacks in order to minimize the probability of these attacks and to lower the consequences of such attacks.

During the last decade questions needed to be faced: How vulnerable is the European Union to CBRNE attacks? What policy measures can it take against this threat? What is the effectiveness of measures already taken? As a result a demonstration project will be started within the research topic 'Security' of the 7th framework programme of the European Union to show the current situation with respect to the protection against CBRNE attacks, the trends to the future and the ideal situation having a system of systems against CBRNE terrorism. The project DECOTESSC1 is the first phase of this demonstration project. DECOTESSC1 describes an ideal system of measures that should lead to a society that is as safe as possible and the way to realize this by the European Union. The road ahead is based on the gaps between the current situation and the ideal situation and will be described by a strategic roadmap.


The strategic roadmap is the most important result of DECOTESSC1. This strategic roadmap will be used to design the second phase of the demonstration project: the demonstration of all sorts of current and future possibilities to lower the CBRNE threat within the European Union. Technology is not the only factor here. Collaboration, information, regulations and the human factor are as much important. Another important point is that the whole security cycle is subject of investigation: threat analysis, prevention, preparedness, response and aftercare are all important in lowering the CBRNE threat. Other results of DECOTESSC1 are: awareness of the current situation and its problems, a description of the current situation and the ideal situation and an analysis of the gaps between these situations. Finally, a number of suitable demonstrations will be proposed.


TNO is coordinator of the project DECOTESSC1. Besides TNO, the consortium consists of AIT, Seibersdorf Labor (Austria), CEA (France), Fraunhofer (Germany), FOI (Sweden), JRC (European Union), VTT (Finland) en Fundacion Inasmet (Spain). The consortium consults an Expert Group via three workshops and a symposium. The Expert Group is asked to think together with the consortium about the problem and to validate findings of the consortium. The Expert Group consists of end-users, industrial partners, policy makers and scientists. This collaboration is needed in order to develop an adequate European systems of systems for fighting CBRNE terrorism.
