The economical and societal structures in society are changing. They’re becoming more complex and volatile. Society is moving rapidly from an oil and production based industrial society towards a network society which is information/data and knowledge based and service oriented.
“Knowledge is global, but value is local”. In our present information society this statement holds an important truth. It implicates that meaningful innovation will only become tangible when local people and businesses take ownership and make it happen through “hands-on” collaboration with (applied) science and knowledge partners and full support of local authorities.
Facing severe challenges to secure future liveability and economic growth, Cities and regions, as ecosystems, play an important role in structuring and binding different ambitions and interests to create solutions that require a holistic more integrated approach. In order to make them sustainable cooperation within the Quadruple Helix is essential. The QH is more than just adding an extra group to the triple Helix concept. It also implies that functions, usage and needs are taken as starting point of action. It enables need driven approaches and it ensures ownership at societal level to make solutions sustainable!
Data promises an enormous amount of new value ( services as well as product) and opportunities for new players over sectors. At the same time it’s very complex. You’ll need collaboration between specific domain and generic big data knowledge. All in order to “discover” new value in the combination of the two and probably more domains.
Next Generation Infrastructures as transsector systems are designed and dimensioned not to serve the telecom or cable markets only, but in such way that they can facilitate every domain/sector/market equally. It enables data to flow freely across and over sectors, so that it can be shared, reused and linked in order to create multi-sided transsectoral datamarkets. Markets where new values are to be discovered and new products and services to be developed. This does not mean that data has to be shared, but that it is possible to share it.
