The transition to CO2-neutral mobility in 2050

The goals for reducing emissions of greenhouse gases in the Paris agreement and the national climate agreement require the mobility sector to make rigorous changes. For example, by 2050 CO2 emissions will need to have fallen by some 80-95% in comparison to 1990 if the 2oC target is to be achieved. The transition can only be achieved with a cohesive package of measures and by a display of leadership by the government and the industry.

TNO develops knowledge based on factual data that governments can use to make the right short and long-term decisions.

Smart combinations

CO2-neutral mobility demands smart combinations of a wide range of measures, including energy-efficient vehicles, electric transport, sustainable power generation, and limiting the expansion of vehicle numbers in general and the number of trips taken by them. Traffic management, logistics, urban planning, spatial planning and energy systems all influence each other. Innovations such as Mobility as a Service can be integrated and help to quickly tip the balance in the right direction. TNO has knowledge of all these matters and the expertise needed to discover useful relationships between them.

Systematic approach based on knowledge and data

Our systematic approach allows us to calculate and compare the effects of the measures individually and in combination with each other. This approach is based on the analysis of a wealth of data on fuel consumption and CO2 emissions from vehicles, ships and other sources. We use our own models to calculate how various CO2-reducing measures work in relationship to each other. We try to find solutions that are practically and economically feasible – or even profitable – for government agencies and the industry. We offer these parties insight into the steps they need to take to achieve the goals for 2050. This provides these agencies and businesses with frameworks for action for the transition to CO2-neutral mobility.

Frameworks for action for policymakers

We support policymakers at various levels of government to make CO2 reductions in the mobility sector. We also conduct impact assessments to ascertain the effectiveness of the policies. This enables government agencies to make well-considered decisions and design more robust and effective policies. We also help them to design concrete step-by-step plans and adaptive programmes involving combinations of measures to achieve the climate goals, including progress monitoring and identifying opportunities to adjust the plans were necessary.

Frameworks for action for the industry

We are also helping the industry to achieve CO2 reductions. We help the transport sector and fleet owners to make the right investment decisions, for example by conducting technical and economic assessments of CO2-reducing measures. Not only do we analyse potential reductions, we also conduct cost-benefit analyses of the measures. We identify and analyse the side-effects of the various measures, such as noise pollution and effects on air quality and energy consumption. Industries can apply this knowledge to make decisions about the investments they need to make today and tomorrow to future-proof their activities.

This is another way TNO is contributing to accelerating the transition to sustainable mobility. We bring knowledge and expertise of all the relevant systems together and offer support to all parties in the transport and mobility sectors to help them reduce CO2 emissions.
