CCAM Proving Region: develop a cross-border test zone

In CCAM Proving Region (CPR), Flemish and Dutch partners are working together to develop a cross-border test zone for Connected, Cooperative & Automated Mobility (CCAM). The CCAM Proving Region is a large-scale, cross-border testing area in Flanders and the Netherlands. Companies, governments, and knowledge institutions join forces to test, improve, and scale up CCAM technologies.

How do we achieve this?

TNO provides testing infrastructure with related simulation environments and expertise for conducting CCAM tests, with a focus on vehicle technology, connectivity and automation. All of this comes together in the CCAM Proving Region:

  • Simulation and virtual tests: for early-stage development, algorithm verification and scenario-based evaluation within digital environments.
  • Open circuit test days: controlled track environments enable validation of vehicle systems, connectivity, automation functions and human-machine interaction in a safe but realistic setting.
  • Field operational trials: advance testing into real traffic conditions, mixed modes and complex interactions, ensuring live validation under authentic circumstances.
  • Public road preparation and deployment: conduct full-scale tests on public infrastructure to provide the real-world proof the solution needs to demonstrate readiness and regulatory compliance.

CCAM Proving Region provides a full spectrum of testing environments. These range from advanced simulations and virtual models to dedicated open-circuit test days, comprehensive field-operational trials, and deployments on public roads. This ensures coverage of the entire development journey for connected and automated mobility solutions.

The region spans both Flanders and the Netherlands, offering access to cross-national infrastructure, regulatory expertise, and authentic traffic environments. This unique position allows organisations to benefit from real-world conditions across two countries.

Whether a project is at the prototype stage or approaching pre-market launch, CCAM Proving Region accelerates progress through its advanced infrastructure, expert network, and diverse testbeds. These resources support a faster and more effective path to deployment.

Our partners

We empower companies, governments, and research partners to confidently develop, test, and assess next-generation CCAM technologies, driving innovation from concept to real-world impact. This project is organised in cooperation with coordinator IMEC (BE) and participating organisations including Brainport Development (NL), Flanders Make (BE), Gemeente Helmond (NL), LRM (BE), Provincie Limburg (NL), Provincie Noord-Brabant (NL), POM Limburg (BE), and the Vlaamse Overheid – Agentschap Wegen en Verkeer (BE).

Leading living mobility

Through CCAM Proving Region, a large-scale test zone for smart mobility will be established in the cross-border area between Flanders and the Netherlands. This new proving ground will enable the testing, demonstration, and scaling of automated transport solutions in a real-world environment.

With this initiative, the region positions itself as a leading living lab for the mobility of the future, accelerating innovation and supporting the transition toward more connected, automated, and sustainable transport systems.
