Project to strengthen Dutch-Brazilian collaboration for energy transition
TNO and the Ministry of Climate Policy and Green Growth have launched a new project to enhance partnership opportunities between Dutch and Brazilian companies. The initiative responds to ongoing market developments and growing public and private interest in expanding international collaboration.
Strategy centered around use of green hydrogen and circular carbon feedstocks
The initiative is designed to strengthen partnerships between Dutch and Brazilian companies. It focuses on hydrogen and biobased value chains. This project is motivated by the energy transition and the pressure on the Dutch process industry, caused by volatile energy prices and the urgent need to de-fossilize.
In response, the Dutch government and industry have signaled interest in industrial transformation pathways that utilize green hydrogen as a clean feedstock and energy source.
They also focus on circular carbon to replace fossil fuels in chemical production. Given the international nature of the sector, finding new international collaboration opportunities for industry and its technology supply sector is crucial.
Brazil’s compelling proposition and partnership with the Netherlands
Brazil presents a compelling opportunity as a strategic partner for the Netherlands. The country is set to become a key player in the green molecules market. Especially, the northeast being promising due to favourable climatic conditions.
Brazil also holds substantial potential to produce green molecules from circular (biogenic) carbon. Its large biomass resources—including sugarcane, sugarcane bagasse, crop residues, and managed forestry—can provide a scalable industrial supply of biogenic carbon for methanol and ethanol, essential precursors for diverse chemical value chains.
Brazil’s renewable energy sources can be used to build green steel and aluminum industries. This allows them to produce metals with significantly lower carbon footprints compared to global standards.
Meanwhile, the Netherlands brings industrial off-takers for intermediate products, along with advanced technology and engineering expertise in bio-based production, hydrogen, waste recycling, and carbon capture and utilization.
Together, these strengths and collaboration can create economic opportunities for both countries and advance decarbonization goals.

The expected outcomes of this project include the prioritization of value chains with the highest development potential, the identification and engagement of key industry stakeholders within these chains, and the facilitation of specific project plans for Dutch and Brazilian industrial partners.
Intermediate results will be presented in collaboration with the Dutch Consulate of São Paolo in October 2025, when COP30 takes place in Brazil. in collaboration with the Dutch Consulate in São Paulo.
TNO and the Ministry of Climate Policy and Green Growth are actively seeking to engage both Dutch and Brazilian industrial players, start-ups, and SMEs to develop specific project plans within the selected value chains.
