Brazilian army delegation visits TNO to strengthen strategic cooperation

On September 29th, TNO Defence, Safety and Security (DSS) had the honour of welcoming a distinguished military delegation from Brazil. Division General Armando and Colonel Galante – key figures overseeing the research, development, and innovation strategy of the Brazilian Army – visited TNO’s facilities in Ypenburg and Rijswijk.

Their visit marked a significant milestone in the long-standing collaboration between TNO and the Brazilian Army, culminating in the signing of a Memorandum of Understanding (MoU) accompanied by a joint workplan. Notably, this MoU represents the Brazilian Army’s first formal agreement with a non-military defence R&D organization, underscoring the strategic importance of the relationship.

The delegation’s visit was coordinated through the Departamento de Ciência e Tecnologia (DCT) — the Department of Science and Technology of the Brazilian Army. DCT plays a pivotal role in shaping the Army’s technological roadmap, overseeing innovation in areas such as advanced weaponry, radar systems, cyber defence, and counter-battery capabilities. It also supports those units that require cutting-edge tools and systems for high-risk operations.

PMW Division Director Frans van Gemerden and Business Director Latin America Wim de Klerk expressed their enthusiasm about the strengthened partnership. TNO’s collaboration with the Brazilian Army dates back over two decades, beginning with quality control initiatives for munitions – an effort spearheaded by Wim in 2002.

According to Frans, the newly signed MoU will pave the way for broader cooperation. This expanded scope aligns closely with DCT’s mission to modernize Brazil’s defence capabilities through international scientific and technological exchange.
