TNO outlines two scenarios for offshore wind in 2030 in The Netherlands
TNO developed two scenarios for offshore wind in the Netherlands in 2030, based on different levels of industrial electrification and their economic risks.
In the low-electrification scenario, derived from the Climate and Energy Exploration 2021 and the Climate Agreement, offshore wind is not profitable in 2030 if current policies remain unchanged, despite full use of the planned 21.5 GW capacity. TNO therefore recommends exploring alternative business models and closer collaboration with industry.
In the high-electrification scenario, based on proposed European policies such as RED II and Fit for 55, clear targets for industrial electrification are assumed. In this case, offshore wind becomes profitable, with the full production capacity being utilised.
