Public support for climate and energy policy

Climate change and the energy transition are complex challenges that sometimes require far-reaching measures with an impact on our daily lives and living environment. The success of the transition to a sustainable society depends on the willingness of all stakeholders – governments, businesses, and citizens –to change together. Despite the urgent need to meet climate goals, TNO research shows that there is not always sufficient public support for the proposed policies and measures. Therefore, this is experienced as a great challenge amongst policymakers.

Why is public support for climate and energy policy important?

For policy measures to be successful, they must not only be feasible but also widely supported by the public. When public backing is lacking, it can lead to social unrest or resistance.

By addressing citizens’ needs and communicating policies clearly and transparently, we can help to increase public support. This accelerates progress and contributes to a more successful transition.

Support and solutions for strengthening public support

At TNO, we identify the factors that influence public support and explore how this support can be strengthened. We collaborate closely with governments and citizens to do so. The insights from our research are valuable to policymakers and provide concrete tools for developing and communicating effective climate and energy policies.

Research and publications

TNO has many years of experience studying the societal dimensions of climate change and the energy transition. Below is an overview of our research reports (in Dutch) on public support for climate and energy policy:

These two survey studies assessed the level of support for 28 different policy measures and identified the factors that influence whether citizens support or oppose them.

This study used a survey to explore whether there is support for a collective emissions budget for consumers via a personal emissions trading system,to encourage all Dutch citizens to reduce high-emission activities.

This research provides insight into how citizens view the climate measures proposed in the 2021 coalition agreement, and what their main concerns are. The findings help to inform strategies for more effective communication and citizen participation in the transition.

This study sheds light on the narratives circulating in the media about policies aimed at changing consumption patterns to combat climate change, and the potential influence of these narratives on public support.

This research examined to what extent applying different principles of acceptance within climate policy increases public support. It also highlights the important role of well-designed complementary policies.

This study assesses the effects of values-based communication and communication about complementary policies on public support for climate policy. It helps policymakers design and communicate new policies more effectively.
