About this position
Our department focuses on the interaction between mobility and spatial planning. Our expertise lies at the intersection of spatial planning and transport, combined with related fields such as environment, energy distribution, and climate resilience. In the coming years, we aim to significantly expand this knowledge toward climate adaptation. This will enable us not only to predict the impact of spatial developments and transport-related measures and policies but also to demonstrate the contribution of climate-adaptive solutions. Our goal is to support policymakers in creating a climate-resilient living environment by providing practical tools and knowledge. This ensures that our research results are directly applicable for municipalities, regions, and national governments.
What will be your role?
You will play a key role in our ambition to collaborate with governments, businesses, and knowledge institutions to create a sustainable and climate-resilient living environment. Although our expertise group has been active in this area for years, we have recently decided to invest further in this as a strategic growth area.
As a senior consultant, you combine your in-depth expertise with strong advisory skills to connect TNO’s innovative technologies with the challenges faced by our clients. You are the driving force behind climate-adaptive urban areas and transport networks. Climate adaptation is a priority for TNO: together, we accelerate innovations that truly make an impact. With your entrepreneurial mindset, you identify new opportunities and funding sources, helping us push boundaries.
Make a difference. Help build a future-proof living environment. Your role: creating impact both externally and internally. As Senior Consultant Climate Adaptation, you have a versatile role with responsibilities inside and outside the organization.
Externally, you will contribute by:
- Expanding TNO’s network and building a strong position within the ecosystem.
- Establishing strategic partnerships and consortia that deliver tangible societal and economic value.
- Contributing to strategic advisory projects.
- Identifying partner and client needs, linking them to relevant TNO expertise, and translating them into concrete project proposals.
- Spotting new scientific trends.
- Acting as a thought leader: setting agendas and influencing relevant networks based on a clear vision, informed by input from researchers in the team.
Internally, you will be responsible for:
- Structuring complex, substantive issues into clear roadmaps that provide direction and stimulate execution.
- Helping shape the market strategy.
- Coaching colleagues, both in content and approach.
- Ensuring the quality of our work, including participating in our review process.
What we expect from you
As a senior consultant, you use your deep expertise and proven advisory skills to bridge the gap between TNO’s technological developments and the needs of (potential) clients. Climate adaptation is a priority area where TNO aims to accelerate innovation; you will be TNO’s figurehead in climate-adaptive urban areas and transport networks. Your entrepreneurial skills help TNO tap into new funding sources.
You recognize yourself in the following profile:
- You have completed a relevant master’s degree, for example in urban development, architecture, environmental sciences, or civil engineering.
- You have at least 10 years of experience in climate-adaptive urban areas and/or transport networks.
- You possess deep knowledge and an active network within the climate adaptation ecosystem, preferably both in academia and among (potential) public and private partners of TNO.
- You have an existing network within cities, universities, and businesses in the field of climate adaptation in an urban context.
- You have demonstrated the ability to inspire others, building on your domain knowledge and skills.
- You have strong conceptual and analytical skills and can translate complex technology and market needs into concrete innovation opportunities for clients.
- You have successfully contributed to large strategic project proposals, such as national or European programs or contract research.
- You have strategic insight, are politically and organizationally sensitive, and have a strong sense of timing and positioning.
- You communicate excellently and are fluent in both Dutch and English.

We offer a gross monthly salary between € 5,700 and € 7,000 (based on your knowledge and experience), 8% holiday pay, a 13th month bonus of 8.33% and a flex budget (5.58% + € 180). The selection process
The selection process comprises two interview rounds. In a final meeting we will discuss the terms of employment and your tailored benefits package. We aim to finalize the entire process within four weeks.
The selection process may include an online assessment and a reference check.
A certificate of Conduct (VOG) is required before starting a new job at TNO.
