What will be your role?
As a Business Developer with a focus on healthcare and the labor market, you act as the key link between innovation and the market in a vital sector that is growing yet under significant pressure due to aging populations, labor shortages, and evolving healthcare demands. You drive market development and positioning by identifying opportunities with healthcare providers, health insurers, and regional healthcare networks.
You translate TNO’s knowledge and innovations—ranging from skills passports to smart, work-supporting technologies—into value propositions that address labor shortages and promote sustainable employability. Leveraging your talent for relationship and network building, you create strategic partnerships with healthcare organizations, insurers, ministries, and training funds. You develop business cases and ensure scaling through commercial trajectories, public-private partnerships, and subsidies. In addition, you build ecosystems in which healthcare providers, government bodies, and knowledge partners collaborate to accelerate innovation adoption and skills development in healthcare.
Key responsibilities
- Identifying and refining innovation needs and developing market propositions for healthcare organizations and regional healthcare networks.
- Building strategic partnerships with health insurers, healthcare organizations, healthcare professionals, ministries, and training funds.
- Developing business cases and scaling solutions through commercial routes, public-private partnerships (PPPs), and subsidy programs.
- Creating ecosystems in which healthcare providers, government, and knowledge partners collaborate to apply innovations in practice.
- Positioning TNO as a thought leader in healthcare productivity and the skills-based labor market, in close collaboration with other TNO units.
What we expect from you
We are looking for an experienced Business Developer who recognizes themselves in the following profile:
- A strong network within the healthcare sector (health insurers, healthcare organizations, medtech companies, policymakers).
- Proven experience in business development and public-private collaboration.
- Knowledge of healthcare processes and the labor market.
- Strong commercial and strategic capabilities, with a solid understanding of customer needs and well-developed storytelling and pitching skills.
- An entrepreneurial mindset, strong external orientation, and the ability to connect and bring stakeholders together.

We offer a gross monthly salary between € 6,000 and € 8,500 (based on your knowledge and experience), 8% holiday pay, a 13th month bonus of 8.33% and a flex budget (5.58% + € 180). The selection process
Please apply before the 22nd of January, 2026. The selection process comprises two interview rounds. In a final meeting we will discuss the terms of employment and your tailored benefits package. We aim to finalize the entire process within four weeks.
