The experts at Learning & Workforce Development (LWD) within TNO support security organisations such as the Ministry of Defence, the Police, and other high-risk organisations. We develop knowledge, tools, and practical solutions to:

Two expert teams: Learning and Organising
Within Learning & Workforce Development, we work with two research teams:
Team Learning Innovations
This team develops innovative learning concepts, methods, technologies, and interventions for the learning and development of security professionals, primarily within Defence and the Police. The team explores solutions that often go beyond conventional learning approaches. These may include low-tech concepts (e.g. learning in communities and on-the-job learning) as well as technological solutions (e.g. learning through extended reality, simulation, and artificial intelligence). We build fundamental knowledge and insights into the psychological processes underlying learning and human cognition (such as training retention).
Team Workforce & Organisational Development
This team focuses on supporting high-risk organisations, primarily Defence and the Police. It helps them deploy and retain their (scarce) professionals as effectively as possible, given the personnel and operational challenges they face. Theoretical knowledge is developed and translated into practical models, tools, and interventions. Examples include solutions for acute staff shortages, organisational models for adaptive organisations, and interventions that enhance the mental resilience and robustness of personnel.
