About this position
How do we ensure that we as TNO and the Netherlands remain at the forefront of technology development for underwater warfare? As a strategic innovation manager, you will deal with exactly that question. You will set the technological course for the Acoustics & Underwater Warfare division. You will be the link between our researchers and partners like the Ministry of Defence, but also the high-tech industry. Considering all the geopolitical tensions, this challenging and meaningful position will allow you and your colleagues to make a difference for the world of tomorrow in the midst of current events. Good to know: you don't need to be an expert in all fields of research – from acoustics to sensor and sonar technology. Drawing on your broad technical knowledge, you will delve deeper to chart the course.
What will be your role?
Determine the science and technology strategy of the Acoustics & Underwater Warfare division. That, in a nutshell, is your challenge. In doing so, you will look not only at what is needed now, but also at what is important in the long term. How do we optimally align our knowledge and technology with the world around us? And what collaborations and innovations are essential to maintain our leading position? You will translate ambitions into concrete actions for our research programmes, monitor the quality of research, and identify new opportunities.
Our studies are diverse and touch on pressing security and innovation issues. Partners like the Ministry of Defence and the high-tech industry rely on our knowledge and expertise. For example, we are working on detecting submarines and underwater drones before they can cause any damage. We are also working on reliable communication between autonomous submarine systems during maritime missions, aircraft panel inspection, flexible blood pressure monitors, and ultrasonic inspection of chips in the semiconductor industry.
You will act as a bridge between our scientists and national and international partners in the security sector. You will analyse what is going on in the sectors and bring together internal expertise and external needs. As a member of the division’s management team, you will share your thoughts on developments, taking the wider picture into account. Moreover, you are also a valued discussion partner for partners when it comes to their (technological) vision for the future.
In short: you will directly contribute to our ambition to be a strong catalyst for the defence and security industry. We strengthen the Netherlands' technological autonomy by working on strategic programming in close collaboration with partners.
What we expect from you
You have an unerring sense of what is going on in organisations and markets – both nationally and internationally – and follow developments closely. And whether you are talking to our scientific experts or external partners: you tactfully adapt your communication and are able to convey your knowledge and vision clearly and convincingly, staying the course when necessary. You know how to engage the right people, take others’ input into account, and bring people together. You quickly grasp complex issues and easily place them in a broader context. Other knowledge and skills you bring to TNO:
- University-level education; In addition, you have a PhD or similar scientific experience. This has granted you access to a relevant scientific network;
- A technical background in, for example, acoustics, sensor technology, sonar technology, underwater technology, or a related field. You do not have to be a researcher yourself, but it is important that you understand how our scientists work and what they are working on;
- Experience in national and international collaboration with partners in the defence or security domain. For example, this can include the Ministry of Defence, the police, NATO, EDA, or DARPA. A relevant existing network is an advantage here, and networking skills are essential;
- A good command of Dutch (at least at B2 level) and English, both written and oral.

The selection process
The selection process comprises two interview rounds. In a final meeting we will discuss the terms of employment and your tailored benefits package. We aim to finalize the entire process within four weeks.
The selection process may include an online assessment and a reference check.
A certificate of Conduct (VOG) is required before starting a new job at TNO.
