Set the course for responsible and sovereign AI in the Netherlands and Europe lead innovation programmes that strengthen our independence and create real societal impact, as Strategic Innovation Lead at TNO.
About this position
You know that the development of AI is too important to be left to chance. As Strategic Innovation Lead at TNO, you are the architect of both the Dutch and European AI agenda. You put key themes on the map, shape vision and policy, and translate these into concrete innovation programmes with societal impact. In this unique role, you work at the intersection of technology, societal challenges, and strategic policy. Think of topics such as trustworthy and explainable AI, data sovereignty, or the application of AI in healthcare and public services. Together with strategic partners in academia, industry and government, you combine vision, network and action ensuring that new AI technologies truly create societal and economic value.
What will be your role?
You are both the strategic conscience and driving force behind TNO’s contribution to the AI agenda, with a special focus on generative, explainable and responsible AI. You develop programmes that make a difference on a national and European scale. In this role:
- You shape the AI agenda in the Netherlands and Europe by refining key themes, aligning interests and strategically highlighting content. You place explicit focus on generative AI and the development of sovereign AI technologies that reduce Europe’s technological dependence on global powers such as the US and China.
- You develop position papers and action agendas where knowledge institutions, governments and businesses collaborate on socially-driven AI solutions.
- You build strategic networks and consortia – including securing funding, for example through the Dutch Growth Fund, NWO, or European programmes.
- You structure complex, content-driven topics into clear roadmaps that offer direction and drive execution.
- You launch public-private collaborations that deliver tangible societal and economic value.
You know what you stand for, create momentum, and follow through from vision to implementation.
What we expect from you
You recognize yourself in the following:
- A Master’s or PhD degree, preferably in AI, data science, technology & policy, or another relevant interdisciplinary domain.
- At least 10 years of experience in data/AI innovation, of which at least 5 in a leading role at strategic or policy level.
- You have led national or European programmes of strategic importance, with a proven contribution to policy development and/or public-private investment.
- You have co-initiated or authored successful proposals for the Dutch Growth Fund, Horizon Europe or similar programmes.
- You are a trusted partner at the highest level – from ministries and European bodies to directors of companies and research institutions – and can align diverse interests towards a shared direction.
- You act as a thought leader in the field: you write authoritative papers, speak at leading conferences, and actively contribute to the societal dialogue on responsible, explainable and sovereign AI.
- You possess courage, strategic insight, political and administrative sensitivity, and a strong instinct for timing and positioning.
- Finally: you are not just a thinker but also a builder – someone who translates complex ideas into functional ecosystems and concrete outcomes.
This role requires someone who looks beyond project objectives – and who structurally contributes to positioning the Netherlands and Europe in the global AI landscape.

We offer a gross monthly salary between €6.000,- and €8.500,- (based on your knowledge and experience), 8% holiday pay, a 13th month bonus of 8.33% and a flex budget (5.58% + € 180). The selection process
Please apply before the 17th of August, 2025. The selection process comprises two interview rounds. In a final meeting we will discuss the terms of employment and your tailored benefits package. We aim to finalize the entire process within four weeks.
The selection process may include an online assessment and a reference check.
A certificate of Conduct (VOG) is required before starting a new job at TNO.
