Hans Stokking

I work on the sustainability of the ICT sector and on digital sovereignty. I study the environmental impact of ICT and advise on reducing it, while promoting greater control over data and cloud infrastructure.
The digitisation of our society offers enormous opportunities, but also brings with it major societal issues. How do we maintain control over our own data in a world dominated by foreign tech giants? And how do we ensure that the rapidly growing digital infrastructure does not stand in the way of our climate goals?
In my work at TNO, I focus exactly at the intersection of these two challenges: making the ICT sector more sustainable and strengthening our digital sovereignty.
My expertise
Within the digital transition, I focus on two main themes:
- Sustainable ICT: I conduct research into and advise on methods to reduce the ecological footprint of the Dutch ICT domain - from thorough studies into the precise environmental impact and key hotspots to research into how we can use ICT more consciously and sufficiently.
- Digital sovereignty & Cloud: I am committed to an open, resilient, and autonomous digital infrastructure for the Netherlands and Europe. In this regard, I look specifically at how we can maintain direction and control over business-critical cloud systems and data storage.
Making an impact together
Innovation does not happen in a vacuum. As an independent knowledge partner, I bring governments, market parties, and academia together. By translating strategic advice and applied research into concrete guidelines, I contribute to a safe, sovereign, and above all sustainable digital future for the Netherlands.
