
Better decisions for housing, mobility and climate through digital twins
The Netherlands faces major societal challenges in the areas of housing, mobility, energy, climate adaptation and quality of life. Because these issues are closely interconnected, there is a growing need for insight into the combined impacts of policy choices and investments.
TNO spin-off Scenexus develops technology that helps decision-makers understand these interdependencies. Through its Urban Strategy platform, policymakers can simulate and analyze the consequences of policy decisions before investments are made or measures are implemented. This provides greater insight into potential impacts and trade-offs, helping to support more informed and evidence-based decisions.
From TNO research to international deployment
Urban Strategy was originally developed within TNO to support governments in conducting integrated analyses of urban and regional challenges. Today, through Scenexus, the technology is being used worldwide to address complex issues related to mobility, infrastructure, urban development and sustainability.
The platform combines mobility models, environmental analyses, data integration and advanced computing power within a single digital environment. This enables users to compare different future scenarios and assess the effects of various policy options. The approach aligns with the growing need for integrated decision-making across the public sector.
International recognition for faster decision-making
The societal value of this approach is demonstrated by a recent project for the UK's Department for Transport (DfT). The department received the Smarter Leadership Award at the Global Executive Summit in Toronto for its efforts to accelerate policy analysis and decision-making. The award was presented for the National Transport Analysis Platform (NTAP), which enables the Department for Transport to analyze complex mobility scenarios.
Together with Arup and Scenexus, the DfT is exploring how a new generation of interactive simulation and Decision Intelligence technologies can further accelerate and enhance policy analysis. The award highlights the potential of Decision Intelligence and Digital Twin technologies to help governments address increasingly complex societal challenges.

Scientific breakthrough in ultra-fast traffic modelling
Scenexus' technological innovations are also gaining international recognition within the scientific community. During the World Conference on Transport Research (WCTR 2026) in Toulouse, the company presented new research findings in the field of ultra-fast traffic modelling. The research, titled GPU Based Link-to-Link Assignment for Interactive Simulations, was conducted by Scenexus researchers in collaboration with Delft University of Technology (TU Delft).
AI as the next step in policy analysis
Artificial intelligence is playing an increasingly important role within the Scenexus platform. By combining AI with real-time data, simulations and digital twins, policymakers can not only predict the effects of specific measures but also gain insight into which interventions are likely to have the greatest impact.
Through this approach, Scenexus is developing a new generation of Decision Intelligence platforms that support faster, more transparent and better-informed decision-making.
