
Seeing more without sharing more
How new cryptography strengthens coalitions without increasing vulnerability - In coalition operations, information can mean the difference between initiative and surprise. Those who understand what is happening faster and more accurately can act sooner and reduce risk. Yet that information is often too sensitive to share freely. Data helps strengthen the collective situational picture, but it can also reveal information about an organisation’s own sensors, operating procedures and positions. As a result, organisations are often hesitant to share data, even though creating the most complete picture requires effective collaboration.
For Defence, this is a familiar tension. In many situations, the need to collaborate is greater than the room to make data available. That applies within coalitions, but also in work with civil partners, industry and other public authorities. The question is not whether information has value, but how to use that value without increasing your own vulnerability.
From data to effect
Dependence on data is increasing rapidly. In multi-sensor environments, a reliable picture only emerges when information from different sources is combined. Yet practice often forces suboptimal choices: either you share data and accept the risks, or you protect your data and compromise on effectiveness.
New cryptographic techniques break that pattern. They make it possible to jointly analyse sensitive data without actually sharing that data. The data remains at source, while the outcome becomes available to the collaboration. This shifts the thinking: not who gets access to the data, but how you use its value without adding vulnerability.
For coalitions, that is essential. Partners have different interests and levels of trust, and they do not always want to offer full transparency. In those situations, collaboration with minimal exposure is a major advantage. You do not have to give each other full access; you can rely on the assurance of the computation itself.
Operational applications
The impact is immediately visible in practice. By combining sensor data, partners can build a more accurate threat picture without disclosing individual capabilities. You benefit from each other's observations without revealing how well you can see, detect or track.
The same principle applies during missions. Identifying safe routes requires insight into threats, constraints and the movements of different units. Not every party can or wants to be fully open about this. With new cryptographic methods, the best route can still be calculated jointly, without sharing all the underlying data.
This also opens up new possibilities in the intelligence and security domain. For example, parties can search civil data sources without revealing exactly what they are looking for. Or they can jointly determine whether they hold information about the same person, location or threat. In many cases, it is enough to know that there is an overlap, without exchanging complete datasets.
Techniques such as secure set intersection make this possible. The principle is simple: establish whether information overlaps without exposing that information. In an operational context, this provides just enough shared insight to act, without creating unnecessary risks.
Trust and the next step
A next step is to make the outcomes of analyses verifiable as well. Cryptographic proof can show that a calculation has been performed correctly, without giving access to the underlying data. This is becoming increasingly important in an environment where decision-making depends on external data, AI models and cloud infrastructures.
At the same time, this requires more than technology alone. Its application affects processes, collaboration and trust. Anyone used to thinking in terms of sharing or not sharing must learn to think in terms of controlled use. That requires changes not only to systems, but also to working methods and governance.
For Defence, this marks a next step in information-driven operations. Investing in data sharing alone is no longer enough. The real value lies in securely unlocking, combining and verifying data without losing control over it.
